Past & Present Plans
By looking at past and present designs, we can learn what is and is not viable for a successful site. It is clear that residents have strong opinions on the outcome of the site and that the site must provide appropriate employment. The activity of the residents should be utilised to respond to local needs and deliver meaningful change. All case studies highlight the necessity and balance of employment sources so much so that schemes have previously failed for not meeting this need.
Current Local Policy
Newham's Local Plan, adopted in 2018 sets out the key local policies that the borough has in place to ensure spatial planning and development occurs within their vision and framework.
They state key spatial strategies for development sites in the area, including the Royal Docks, which they envision to become a high quality mixed-use waterfront development with 8,404 new homes and allocation of employment opportunities. They use the Enterprise Zone in which the Royal Docks is within for leveraging economic growth in tourism, leisure, higher education, social enterprise and green infrastructure. They see the Enterprise Zone as an opportunity for global business and the transfer of ideas internationally​

The local plan also addresses the need for a coordinated strategic approach to redeveloping the large swathes of land in the docks to ensure land is efficiently used and the docks are well connected and integrated to the surrounding areas.
